Senior Programme Manager

Position Overview

Role & Responsibilities

This headcount in ITDG Data Engineering Division (DED) will undertake the following roles & responsibilities:

1. Oversee the planning and delivery of programmes/projects for the data platforms in DED
2. Support the data engineering projects required from other MOH divisions
3. Drive and lead the team of Programme/Project managers to  plan out the data acquisition and data migration projects related to MOH data platforms.
4. Oversee and define the data governance operational policies required for the data platforms owned by DED.
5. Drive the data standardisation plan together with MOH data standards team to define the activities related to the identification of data standards compliance gaps and the management of the data domain workgroups.
6. Perform as a system owner designate for the operation of existing data platforms
7. Provide leadership and guidance towards the implementation of MOH DED workplans
8. Manage the division funds in terms of defining and monitoring the division budget for each financial year, define financial roles required to be assigned to different staffs for procurement and funds management and support the financial audit required.
9. Manage the division headcount budget and hiring status.

Requirements

      a) Candidate must possess at least a Bachelor's Degree in Computer Science/Information Technology or equivalent
       b) Demonstrated leadership capabilities in Data/IT industry with at least 15 years of relevant work experience
       c) Minimum 3 years of experience in strategic planning and programme management of data warehouses or running data analytics/ engineering projects
       d) Experience with presentation and engaging senior decision maker
       e)  Good interpersonal, communication and presentation skills
       f) Have a good understanding of business processes and needs in order to create value in a business context with business intelligence and insights
       g) Prior knowledge in healthcare is preferred
